One can use the split times to plot the average speed at a given distance. Voigt was ahead of Sosenka's splits practically right from the beginning, reaching an average speed of 50.8 km/h after 15 km.  Then he  slowed down a little bit, being not sure if he might have started to fast and to be sure not to blow up later... Around 30 km he was sure that this would not be the case and he started to increase his speed more and more, from kilometer 40 on he rode more than 52 km/h until the end of the hour, finally he reached 51.115 km.
